Section 8 Family Self Sufficiency Program
    The Family Self Sufficiency Program is for Section 8 participants only. The purpose of this program is to encourage and assist people to become self sufficient and no longer need to rely on Public Assistance.

Participants are initially screened and individual goals for success are established. To accomplish those goals, guidance and support are provided by local agencies to assist the participant in making the goals attainable. The ultimate goal of self sufficiency will be achieved when they have a good paying job.

An escrow account is established for the participant. If they have reached the families goal of self sufficiency within the five year period the escrow account is given to the participant. Section 8: How the Escrow Account works?
    With individualized needed supportive services provided to the FSS participating family, there should be a higher level of income generated. The higher level income will cause an increase in rent. Ronan Housing Authority will establish an interest-bearing escrow account for the participating FSS family, and credit to this account a portion of the rent increases paid that would otherwise result from increases in earned income of family member during the term of the contract.

The participant’s part of the escrow account will be paid to the head of the household at the end of the contract period if the family is no longer receiving assistance. There are no requirements to use the funds for any particular purpose. In addition, RHA may allow families to withdraw escrow funds during heir participation in FSS to cover certain work or education related expenses (such as car repairs) or for other purposed related to the goals in the family’s FSS contract.

Welfare recipients and students who will graduate soon with no current earnings will have more to gain from the escrow feature of the program than other families that are already employed.

When an FSS participant goes to work, the family’s escrow account grows as its total income increases.

The FSS contract period is a maximum of 5 years but can be completed earlier if wages earned reach a high enough rate that it no longer becomes beneficial to the participant.

Section 8: Five Steps to Financial Independence...
    Your Personal Assessment And Development Step:
During our interviewing period we assess your needs, explore your career and educational interests.

Individualized Action Plan Step:
During this step we work to identify possible barriers and establish your desired outcomes. We will prioritize and set your goals. We will establish milestones toward accomplishing your goals.

Maintenance Step:
During this step we will be monitoring and revising your established milestones and goals. You will receive ongoing support and re-evaluation of your goals.

Transition Step:
During this step you will focus on moving from assistance to becoming economically independent without losing your Section 8 voucher.

Completion Step:
During this final step we track participants periodically after they have completed the program.
